2005 Finn Gold Cup and
Junior World Championship

1. Organizing Authority and Venue


The 2005 Finn Gold Cup and Junior Finn World Championship will be held from the 09 th to 18 th of September. The Organizing Authority are the Sports and Spectacular Events Administration, Moscow Sailing School , under the patronage of Mayor of Moscow, Russia and Moscovskaya oblast Governor in conjunction with the International Finn Association and the Russian Yachting Federation. The Regatta Center will be in the water area of Pestovskoe lake. The Host Club is Moscow Sailing School. The boat parking area is around Mikhalevo village, Pushkino region, Moscovskaya oblast.

2. Rules


2.1 The regatta will be governed by the ISAF Racing Rules of Sailing for 2005-2008 (RRS), the Class Rules, this Notice of Race and the Sailing Instructions.

2.2 The regatta is designated as Category C in accordance with ISAF Appendix 1.

2.3 The Organizing Authority may require the competitors to display advertising of the event sponsor on the forward 25% of each bow side of the hull. 2.4 RRS 67 will be in effect. 2.5 All competitors shall have personal floatation in accordance with RRS 1.2. 2.6 The prescriptions of the Russian Yachting Federation will not apply.

3. Alterations to the Racing Rules


3.1 RRS 62.2 and RRS 66 will be changed to shorten the times for requesting redress and for requesting that a hearing be reopened on the last day of racing.

3.2 RRS A4.1 will be changed to provide that a boat failing to check in with the race committee signal boat in the racing area prior to the warning signal will be scored the same as a boat failing to start in that race.

4. Eligibility and Entry


4.1 Only competitors eligible in accordance with Finn Class Rules, who are current members of an IFA recognized National Finn Association and who have completed on-site registration and measurement prior to the 11 th of September 2005 inclusive may compete.

4.2 Due to entry restriction to 100 sailors, the entry quota of Part D “Entry System for IFA Official Championships” of the Finn Class Rules will not apply.

4.3 The pre-e ntries must be submitted through National Finn Secretaries on the Official Entry Form no later than 10 th of April 2005 to The IFA Secretariat by email at :106453.577@compuserve.com. Depending on the total number of requested entries, a selection will be operated by IFA. Once approved, each entry will be made valid and will be communicated to each National Finn Association before the 2 nd of May 2005 . In the case of available places (total entries > 100 or cancellation) they will be allocated by pro-rata of members for each NFA.

4.4 The Entry fee is 150 Euros and shall be paid upon arrival.

4.5 No entry is complete until it has been accepted by the Organizing Authority and the International Finn Association.

4.6 Measurement Certificates must be presented at on-site registration.

5. Schedule

6. Format and Scoring


6.1 The Low Point Scoring System, RRS A4, will apply.

6.1 Fleets of approximately equal number of boats will sail in the Races. Qualification and final Races will be held. Courses details and Race Format will be specified in details by the Sailing Instructions and at the website www.finngoldcup2005.ru after ISAF approval.

6.2No final race will be started after 15 hrs on the last day of racing.

7. Disclaimer


7.1 The Organizing Authority will require each competitor to sign a waiver for loss, damage or injury to persons or their personal spars, sails occurring in conjunction with the regatta.

7.2 The Organizing Authority and the International Finn Association, and their respective members, employees, officers and/or agents shall not be responsible for any loss, damage or injury that may occur to person or property whether ashore or on water as a consequence of the participation of any boat. For every participant, a valid third-party liability insurance shall exist with a minimum cover of ˆ 500 000 (five hundred thousand euros) and be shown at registration.

7.3 Liability for repair of eventual damage of complete boats is on the competitors. Assistance in repair of eventual damage of boats is on the Organizing Authority.

8. Boats and Coach Boats Provision


8.1 Drawing system is coordinated with IFA.

8.2 Each competitor upon request as per their Entry Form will be given a complete boat prepared for races (complete hull, 1 set of spars and 1 sail) supplied by the Organizing Authority. The equipment will be distributed by draw.

8.3 Drawing of the complete boats will be held at registration at Moscow Sailing School .

8.4 Use of personal boat, spars and sails is permitted.

8.5 The Organizing Authority provides coaches with 15 coach boats at no cost. The allocation of the boats will be organized on the 9 th of September.

9. Measurement


9.1 All boats shall undergo measurement of hulls, spars and sails as well as equipment checks according the Finn Class Rules (including item 10 of Part C “Major Championship Rules”) unless otherwise decided by the IFA Chief Measurer. All measured equipment will be identified for the Championship. Only identified equipment may be used during the Championship.

9.2 National letters of competitors are used on sails, as per RRS requirement, sail numbers are used according to the Class Rules. Sail numbers provided by the Organizer will be fixed by the Organizer after the boat drawing.

9.3 Each boat will be equipped with a tow rope a minimum of 8 meters in length and of sufficient strength to tow several boats.

9.4 Boats may be re-measured at any time during the Championship.

10. Sailing Instructions


10.1 The Sailing Instructions complete with additional information and sponsor package in the interests of sailors will be available upon on-site registration at the regatta office at the premises of Moscow Sailing School from 09:00 on September 09, 2005 and at the website www.finngoldcup2005.ru.

11. Racing Area & Courses


11.1 Racing areas and courses will be detailed in the Sailing Instructions. Previously it is possible to get to know the water area plan and weather conditions of Pestovskoe lake at the website www.finngoldcup2005.ru

12. International Jury


12.1 In accordance with RRS 70.4 all decision of the International Jury shall be final.

13. Prizes


13.1 The perpetual trophy will be awarded to the winner. The Organizing Authority will provide prizes for the first ten (10) boats overall, the first 3 Juniors and souvenir prizes for every competitor. Daily prizes will be awarded to the skippers finishing first in each race.

14. Doping Control


14.1 For the purposes of doping control (in-competition testing), RRS Appendix 3, the event shall be deemed to start at 9 am on the 9 th of September 2005 .

15. Entrance visa application


15.1 Upon receiving the entry forms approved by IFA the Organizing Authority will send the invitations issued in the names of entries which they shall use to apply for the Russian Federation visa at the nearest Russian Consulate at the corresponding country.

15.2 The Organizing Authority guarantees visa acquisition support on the part of the Moscow Government.

16. Spars and sails transportation


16.1 The Organizing Authority of the Championship will provide free equipment transportation (no more than 2 masts and 2 sails per sailor) and the custom clearance as well.

16.2 Containers will be provided at the venue of the European Championship in Sweden after its final race on the 14 th of August 2005 .

16.3 Unloading of the equipment by the owners will be carried out upon arrival to Moscow .

16.4 Container shipment from Moscow will be carried out on the said conditions to Malcesine , Italy on the19 th of September, 2005 .

16.5 The Organizing Authority shall not be liable for any damage that may occur to the cargo during the time of transportation.

17. Flights


17.1 The Organizing Authority will book a charter flight of a minimum possible price from Frankfurt to Moscow on September 08, 2005 and from Moscow to Frankfurt on September 19, 2005 .

18. Partners and sponsors


18.1 Spirit of the Ocean Gmbh (hereafter Marinepool) is the exclusive Organizing Authority’s partner providing outfit for competitors of the Finn Gold Cup and the Finn Junior World Championship 2005.

18.2 Official partners and sponsors of the event are juridical and individual persons submitted official offers to the Regatta Office to gup@yachtsman.ru or fax: +7 095 941 6128, and concluded a contract with the Organizing Authority of the event.

19. Other Information


19.1 Visas support is provided by the Organizing Authority upon receiving from sailors, officials and attendants duly filled out forms downloadable from www.finngoldcup2005.ru

19.2 Any Coaches traveling to this event to coach or sailors are responsible for supplying a CD with the National Anthem and Country Flag for any countries for which they will coach. Such flag(s) must be displayed aboard any coach or support boat while afloat in the vicinity of the racing area. Coaches will be asked to register at the regatta office between the 9 th and the 11 th of September and sign a Coaches Code of Conduct.
